I can't find a list of mods for your car (probably my inability to navigate). Do you run stock rims or aftermarket. The wrong centerbore can warp discs. I found out the hard way!

I don't think that pipe kit is for an eclipse, at least not a 2G. It's, at best, missing the long straight return pipe that goes above the intercooler. My guess it that this is a Galant VR4 intercooler kit.

I picked up a used one from the salvage yard. One corner was beginning to curl up so I smeared a bunch of epoxy in there to hold it down. I had tried some 3M spray glue on my original cover but it just didn't hold.
I would just open the glove box and take a look at both sets of screws. My guess is at least one set is missing. In any event, you should be able to loosen the mounts and push it back in place.
