engine sputters on acceleration

I have a chrysler conquest 89 with super 16g turbo. When I rev engine up it won't go over 4500 rpm and it sputters really bad. turbo won't spool up at all hardly. This is only when I have a bov on with up-graded piping. Any info on what I can do to fix this prob would be great. Car runs great with out bov.
