problems with palm for logging

i was jus wonderin if i have to register my palm in order to log?
and if i do how do i do this since the person i bought it from didn't send me any instructions

I'm pretty sure you only have to re-register if you install the software on a different palm. It's $25 to register the software.

oh i forgot to mention that i didn't recieve any software either
so what should i do now?? and is it neccessary to register?
