6 bolt swap, keep emissions?

1999 6-bolt swap and emissions were left off. I've been told that it's not worth trying to put them back on but I need to clear that darn CEL to pass inspection. I do not have emissions so it's not a big deal but they still scan for trouble codes. Thanks again guys
