Laptop logger wont work!!!

I bought the logger cable on ebay. It is for my 90 eclipse. It said it is auto on, and it came with the software....believe it is TMO. I also downloaded Tunerstein. Neither of these programs will communicate with the ECU...i get nothing. I have a Compaq Armada 7792. This is all the info i have. Any help word be great.
