tuning with adj cam gears

Can anyone point me in a direction for tuning with my cams. Is cam tuning a task that tunes for the actual hardware of the motor regardless of conditions? Or can conditions change the efficacy of the tuned cam. Which shoould be done first: tuninf fuel timing etc and the cams or vice versa? Currently i have hks 272 intake and exhaust with fidanza adj cam gears. before we ever started the motor we indexed the cams to the cam gears.
