barely failed emissions w/ diabled turbo, fixed turbo, disable to retest?

I just recently barely failed the WI emissions test doing the idle, 2500, idle sniffer test. It failed on HC at idle- limit 220 ppm, tested 224.2 ppm. I also failed because of my hacked air can which I need to replace with a stock one. When I took the test I had some old oil in there since I had a leak somewhere and have just been topping it off, and I had a dead whining turbo so I completely disabled it by disconnecting the wastegate actuator arm.

My question is this- I just finished installing an EVO III GT turbo, with a fresh oil change using Castrol Syntec 10W-40, and I'm going to use "Guaranteed to Pass" in my next gas tank... when I re-test should I disable my turbo again, or leave it hooked up and see what my test results are?

Put that stuff in your tank and take a fast drive down a highway or freeway and get your cat really hot.
Then take it in immediately to smog it.
2500rpm on an EVOIII isn't going to come close to building boost.
HC is typically catalytic converter issues...
 
Does anybody know if I were to bump my base ignition timing from 5 to 6-7, if it would promote more complete combustion, and bring my HC's down? :confused:

I'm itching to get this fixed because my registration is no longer valid after today, and I'd hate to get a ticket for an invalid registration because my car couldn't pass emissions.
 
Just passed emissions with Flying Colors!!! First test was 224.2 ppm HC when the limit was 220 ppm...

Installed a new EVO III GT turbo, 2.5" SS Mandrel turbo-back exhaust w/ custom catco high-flow cat, stock air can, ran a bottle of Redline SI-1 fuel injector cleaner, and advanced the timing by about 3*.

Got another idle emissions test today- 1.2 ppm HC!!! and 0% CO. From 224.2 to 1.2... whatever I did it worked! Now all I have to do is register it in another county that doesn't have emissions and I'll be home free. :D
