Massive Electrical Problem!!!! Help Please!!!!!

I have the world's largest electrical problem it seems. I have no headlights, no tail lights, no signals, no 4 ways, no washer fluid spray, no power windows, no seatbelts and no dome light. The car is a 1991 tsi awd. It does start and run but it takes a while, im atributing that to needed a starter and alternator. Can anyone help me???

How do your fuses look? Might want to check for a short also.

well all the fuses are in good shape so far and the same goes for the fusable links, and a recent discovery shows a white wire that comes from above the ecu in the dash console, and another black one from above the gas pedal. they are both cut with no sign of where they come from. I NEED HELLLLLLLP!!!!!!
