idle problems

I have a 92 laser AWD turbo and I have been experiencing some idle problems. When I depress the clutch and sitting at idle the engine is rotating at 2000 rpm's and it revs up and down between 1800 and 2200 rpm's. The only mods I have done to it so far are all of the free mods. What could the problem be? My friend has a turbo 1st gen eclipse and it does the same thing sometimes.

Go to vfaq.com under intake look up idle surge. i have the same problem and now i know that my idle speed controller is out.
