new head...problems

Hi, i recently installed a new head on my 93 talon awd (90 engine). The car falls on its face above 4 grand...boost gauge shows full boost, and I can hear the turbo..but I cant feel it. I took it to the dealership and they did 600.00 worth of work to it (new tubo gasket, re route vacuum control hose?? new O2 sens, and waste gate silanoide) I get the car back...and the problem still exists. I just pulled a compression test and pulled 145 across the board...WTF! The car does seem to want to go better if I ease on the gas instead of mash it...seems like the further I press the gas at high rpms...the slower the car wants to go. The dealership also put a manual boost gauge on it and it pulled 13.5 psi. PLEASE HELP!!! Thanks
 
yeah, just a bit of hesitation or like a surge around 4-5k, idle is fine at 800rpm...no surge or anything. Sometimes when i start it...it will run for like a second and stall...when I start it again...its fine. Thanks
