What is this pipe

I've got a 97 GS-T and there is a rubber pipe that has like a woven material around the outside to allow it to expand and stuff i guess. anyways this pipe runs from the turbo to ta plastic piece that kinda T's with the intake anyways this pipe is frayed on the side not connected to the turbo and it keeps coming off. I need to replace this pipe but it doesn't look like this is replaced wiht the IC piping kit does any one know the name of this Hose/pipe? when its disconnected the car runs like it has basically no turbo but spits huge amounts of black smoke. When the pipes disconnected u can also feel a significant amount of air coming out of it i'm gonna go take pictures to attach in a bit but if anyone knows what this pipe is and if its replaced by the hard I/c piping kit i'd greatly appreciate it.

It's the turbo to IC piping.

EDIT: Haynes manual calls it an "intercooler duct."

i got pictures i just need my friend to get home so i have a place to host them also is there a size maximum cause these pics r fairly large and he'll resize em for me. BTW sorry about my description i was in a hurry to get to dinner but wanted to see if i could get any info b4 i left. This isn't the intake pipe and its not an exhaust pipe so thats why i assumed its an ic pipe but i cant trace this pipe from the turbo to the IC so if that makes more sense added to the description before like as soon as it broke and he told me what the car did it made me think it was an ic pipe but i had never really messed much with eclipse ic piping just VR4 stuff a little bit so Thanks for the help and the pics will be up soon.

By your description it sounds to me like the vaccuum hose that runs from the turbo to the boost solenoid and t's to the turbo actuator arm. Then another hose comes off the solenoid and atttaches to intake pipe. You can buy this at any parts store...believe it is a 5/32nd size...but it is not woven.

Sounds like boost source fitting for boost controller.

Too confusing.
