impossible idle problem

Ok I have poked around on here for about half an hour and haven't been able to find anything to sufficiently answer my question. My car is a 90 TSi AWD. I had been having some goofy idle problems. It would waiver from about 400 to 1000 and then be steady some times and then other times it would just die. So I finally bought a vacuum pump and spent 4 hours going thru all of my vacuum lines and finally I found that my purge control solenoid wasn't working so I replaced that. Well that fixed the problem......sort of. My idle is rock steady now but I cant for the life of me get my idle to go below 1200. My biss is all the way in, my TB is new and I cant find any other leaks anywhere. Am I missing something really obvious here or is my car just being a piss ant. I don't have any idea what else to do. HELP PLZ:mad:

also, are you setting IDLE as the book instructs?
grounding the timing adjsutment pin, and grounding pin 10 on the diagnostic port? before you adjust idle?
 
yeah I have been ground both of the pins but It still won't go down. I have tried to adjust my accelerator cable yet, I haven't had the time.
 
Ok, I tried to adjust my accelerator cables and it did nothing. I still can't get my idle down. I did notice though that I can take my hand on the the green spring for the throttle plate and turn it and actually get the idle down far enough to kill the car. Is there some way to adjust this or is my spring perhaps getting to weak to close the plate far enough.
