bleeding boost question

I was just wondering what causes boost to bleed down. I am running a 16G with no boost controller yet. My car his 13psi and at like 6k rpm bleeds down to 10PSI. i was just wondering what makes it bleed down like that and other then an EBC with fuzzylogic how could you keep the boost from bleeding down?
 
If it hits 13 and dies to 10, it sounds like a boost leak to me. Make a boost leak tester via the VFAQ site, and find where its coming from. More then likely if you're still on the stock IC stuff, you'll find the leak coming from the TB gaskets.
