Idle problem

My idle is anywhere from around 7-900 one drive to idle surging between 1000 and 1400 another drive, to a consistent mid 11 or 1200 idle another drive. This isn't my problem though. When I'm driving and I let off the gas, my throttle doesn't go all the way down to what it was originally idleing at. At least not right away.. It might stick around 2200. It might stick around 1800, 1600. It varies. I have to blip the throttle a couple times to get it to go back down. I adjusted my idle adjustement screw and the throttle linkage bracket on the intake manifold numerous times and I know that's not the problem. I'm guessing it's either my TPS has a problem or my throttle cable. Any ideas?

BTW take into consideration my VPC and hks 272's
 
Try disconnecting the throttle cable from the throttle and see if the throttle moves freely and check the cable to see if that moves freely. If they do then possibly something when you close the hood could be interfering with cable. Also check your carpets/mats to make sure they're not interfering with free movement.
 
When I take the bracket off of the intake it moves freely fine. It only sticks high when I'm in gear and let off the throttle.
 
When you put the throttle cable back on, are you adjusting it so there is some slack? If not, as the engine warms, the throttle will not bottom every time and will high idle intermittently. Also, even if there is a small kink in the throttle cable, this can cause it to stick. If it is kinked, replace it...
