Those OBD II scanners are great tools to have, especially for those of us that frequently need codes checked or cleared for '96 and newer vehicles. If everyone didn't already know, going to a shop/dealership or owning a scanner is not the only way to get a code read or cleared. For those that have Discount/Advance Auto Parts and Autozone in their area, they offer free OBD II diagnosis testing with handheld scanners at no cost to you (normally around $75-$100 to have this done at a shop). They can also clear codes.
For those inquiring about pre-'96 or OBD I testing, they do not test those there (as it takes a different scanner) but they do sell the OBD I scanner for about $25 for your vehicle.
Also wanted to add there were some (but few) vehicles that had OBD II prior to 1996.
