Fuel System issues???

I have a 97 GST with EVO16g + supporting mods (see profile for more info)

Recently the car was running normal. My brother wanted to drive it so i let him, he drove one way down the street all was well, turns around, does the 2nd to 3rd shift, pushes the gas pretty hard, the car then sounded like it backfired. Immediately the car was running extremely rough, we made it to the drive way and the car died. Here are the symptoms and things we have checked:

Car will idle for about 20-30 secconds with exteme idle surge and then dies. If you step on the throttle in attempt to raise the RPMs the car will die. Large amounts of black substance coming from exhaust and accumulating on driveway.

Compression is good, spark plugs good. Checked the pressure out of the FPR, goes up to just under 10 when the car is on and then immediatly drops. I also have to 255 Walbro fuel pump which normally would 'prime' when the accessorys were turned on but is not doing so. All fuses are okay, voltage to the fuel pump is LOW, about .002, spikes up when accesories turned on but then drops again.

I'm low on cash and dont want to just throw parts at it. The initial thought is the FPR is out, or the fuel pump. If anyone could help back either of these up or give other possible suggestions it would be helpful.

I appreciate the suggestion. Does anyone know what the voltage to the fuel pump SHOULD be?

Anyone else have any more info?
 
Voltage to the fuel pump should be as high as your battery voltage.
Hopefully around 13.4v. If you have stock wiring to the fuel pump it will be a little less.
I can also offer that Walbro 255's have a high failure rate!
 
OKay, well since the voltage to the fuel pump is OBVIOUSLY not right, and i checked the fuses where else should i be looking to determine why the voltage is so low?

Come on guys, i know SOMEONE has to have some ideas or comments. PLEASE HELP!!! I need to get this fixed ASAP!
