head problems?

just acquired a 93 plymouth laser w/2.0 nt. guy that had it ran it hot till it shut it self off.next day he tried to start it but turned over like their was no compression so i bought it from him. got home did a compression test 30 30 65 30, put oil in each cylinder no change . pulled head, head bolts were torqued to maybe 40 lbs. all valves were good.head gasket was still like new. machine shop said head was not cracked or warped. any ideas before i put it back together?

3 things can cause no compression
Valves burned, warped
Rings losing tension
Cams not turning. (timing belt broken)
You put oil in cylinders and still the compression did not raise?

That leads me to believe that perhaps the valves are not in their seats properly.

Check that out very close before you install the head.

checked timing before i pulled the head all was good . had machine shop presure test,check for warpage and check valves . head appeared to be fairly new with no problems .checked cylinder walls no signs of scarring no movement in pistons. the only thing i can think of is the head not being torqed properly only 40 lbs if that .going to put head on with new gasket and recheck compression before i put it all back together

I just wanted to make sure that they were thorough in their inspection.
It would blow on high if they missed something and you had to pull the head again.
