Help No Boost!

[AWD 4G63]

I'm having a boost problem, When I drive the car, the turbo spools up fine. Sounds healthy. But when I punch it, it will gradautly creep to 7pounds and after a while make its way up to 12 pounds.... I don't feel that it boosts as strong as is could. Its a 91 AWD TSi.
Is there any common places where these vehicle suffer from boost leak. I was told to start by changing the intercooler and work my way from there. I need advice from you guys, where should I start at? Thanks Guys!

Pressure test the system first. Here's a really good how to and should help out a lot: http://www.vfaq.com/mods/ICtester.html I've even seen a couple of these sold on ebay.

Any place that has a coupler. and also check the PVC valve and TB....
