Door Lock Actuator or something else?

I just got my car out of the body shop from an accident and my driver side door won't lock at all. Even when I try to manually lock it, it doesn't budge. Is it the actuator that is frozen or is it something else?
 
Check to make sure that the "mechanics" (If you can call them that) put the actuator rods in correctly.

There are two rods, the top one goes to the door lock part of the actuator, and the bottom one goes to the door latch (it's on the actuator as well.) It's quite difficult to get to it, but just make sure that the rods are going the right way (or even connected.)
 
I checked all of the rods and they were all connected but when I try to force the rods to the lock position, somthing wont let it switch over.
