no reverse lights, front turn signals

I have a 1989 plymouth colt. The backup lights and front turn signals do not work. I have checked the fuses inside the car and some work some don't. The ones that didn't work were not broken so there still good. Does anyone know of a relay somewhere that would make them not come on. The bulbs all work in the car so thats not it
