Possible bad o2 sensor?

I noticed on my 1g logger that O2V values are at .04 most of the time. I have to give it more then 45% throttle before the O2V's go up. Even waiting more then 10mins of driving, the same results. If I go WOT, then the values go up accordingly as they should, but flatten out once I do daily driving and Idle.

I replaced the sensor with another used one, and yesterday, after 20 minutes of driving, my o2's started to cycle like normal. But this morning, its doing the same thing before I replaced the sensor: .04 most of the time unless I give 45% throttle, then it will shoot up until I release the throttle.

Is this normal? I noticed it's colder then normal and I've reset my ECU several times this week (disconnected battery to do electrical installs). I did remove my old SAFC to install a MAFT, so I'll check my wires. This happen to anyone else?
