boost control problem

I put a hallman boost controller in my car a few days ago and want to make sure I did it right, because for some reason I can't boost very high. I have the two restrictors out (the one down by the intake and the one up by intake manifold), and I have the "in" line on the controller going to a "T" in the line between the intake manifold and the blow off valve, and I have the "out" to a "T" in the line between the turbo and wastegate. Is this set up right? Right now I can't seem to go above 10 or below 7psi. This is a stock 2g, so I figured it might be the blow off valve leaking or something, but I figure it would still go high and then fall back to ten or something. Any help would be appreciated.
