boost leak

I think I have a boost leak. Its like this, When I floor it the boost goes up to the stock setting of about 11-12 psi. The thing is that after 5psi it stops pulling and it just stays up there. What could be wrong? I thightened all the ic pipes and it still does it. no emission lines either.

take off the intake that goes to your turbo and check for shaft play, because your turbo might be going
