is this boost behavior normal?

My boost is never steady, it behaves like this: it does not "kick" in (in my frinds Saab 9000 AERO if the boost kicks in it slamms the car real hard) it rather "fades" in and goes up to about 15 PSI then it starts to fall back to about 10 PSI and then starts to rise again up to about 14-15 PSI. Is this how your T25 behaves? I have checked and I do not have boost leaks. I have a stock car with boost solenoid restrictor removed and 1G bov. I have seen a guy with 2G and T25 who had a rock steady boost, this is why I think something is fishy. I have a pocket logger and I have logged the timing. It is about 5-10 degrees at idle, 30 degrees when cruising and when boosting it goes back to about 3-8 degrees at the beginning and evenly rises up to about 30 degrees at the redline.
is there a problem that can be fixed or is it just what T25 does? thanks!
 
Does this happen while at WOT, or what? Ive noticed that when i pull onto the street and step into it a lil bit, my boost with increase, but as i start to relax the pressure on the throttle w/o losing speed, my boost will drop as it should. Another thing you might want to look/listen into, is that your BOV may be opening just a lil bit and then closing. How old is the 1g BOV? Also, check your air filter, it may be really dirty, and thats why your boost "fades" in. With my current setup, my T25 is real snappy, I just have the turbo breathing excellent both in and out, and i also have the BS restrictor removed too.

Im not certain, these are all off the top of my head. sorry its not much help.

Yes this is at WOT. Also there is some weird noises going on all the time. I have tought it is my Injen intake amplyfing noise of air traveling but it sure sounds like a boost leak, but I have also been thinking what if the BOV is screwing around. Still when I did a boost leak test I pressurised the system by splitting pressure compressor into bov line so it behaves like a real boost would do by applying pressure to the top of the BOV and it did not seem to leak anywhere...
