high idle problem

K, last night i took off my TB and cleaned it out. I took the isc motor off ... cleaned everything with carb cleaner. I put everything back togethor today and know my idle will not go any lower than 1100 - 1500. My biss screw is all the way in and my tps is perfect, cables are all perfect as well. Just wondering if my isc is screwd and is stuck open?? My exhaust is nasty smelling, running terribly rich. i am about to do a combustion chamber cleansing, but i would really like to spend the coin on fixing my TB. I have a 90 laser rs.

Check the ECU for cap leak and such.

(to everyone else, yes I will be recommending this for every idle/rich problem for the next 6 months :p Because it's a 5 minute job, and if i did it first, i would have saved alot of time and money)
