Tein Flex question

I just got my Tein Flex kit delivered yesterday and discovered something kind of scary: The instruction sheet has several statements like "OFF ROAD USE ONLY" "NOT TO BE USED ON PUBLIC ROADS" "CHECK LOCAL LAWS" "DO NOT PASS GO" etc.

Is this just a disclaimer or is there something about them that makes them illegal or unsafe for road use?

Has anyone been cited for use on road?
 
There is nothing illegal about the suspension unless you lower your car lower than your state law allows. Some states have it that the bumper my have x amount of clearance and other states say the bottom of your license plate cannot be x amount lower or higher than the stock clearance. I've also heard that some suspensions aren't supposed to be used on street cars incase you try to out run cops because they won't be able to keep up with you but I really can't say whether it's true or not.
