I would suggest you do some more reading and searching. The answers to your size and offset questions can be found buy reading the DSMTuners Suspension FAQ as well as these threads:
Wheel and Tire FAQ's
More Wheel and Tire FAQ's
I would also suggest taking a look at Hankook Ventus Rs2 Z212 that are available in both 245/45 and 245/40 sizes. They have the same treadwear, and similar (some would argue better) grip for the money (both Hankooks are cheaper than both sizes of RT-615s you mentioned). Plan on getting wheels with an offset of ~35mm (as explained if you read some of the threads posted above)
I currently run 245/40 17 tires on 17x8 wheels with +38mm offset.
I would stay away from 255/40 tires unless you plan on rolling your fenders and buying a wider wheel (17x9, ~ +25mm offset), or you are very good friends with whoever it is that will end up trying to mount 255/40 RT-615s or your planned 17x8 wheels.

255/40/17 requires 17x9-35 and some decently stiff and high (1" drop max) suspension to keep the fronts from rubbing. If it's for a daily driver I would not recommend it just based on the dirt and debris that these will throw down the side of your car. Check here for more info:

Also, if your car is a "drag" car the RT 615 are NOT the tires you want. The tires have some of the stiffest sidewall meant for cornering not straight line

235/45/17 with a 42 offset will fit without rubbing on the suspension and will tuck with some minor work to the rear fender lip

I'm biased, but Kuhmo MXs SUCK ASS. I have so many horror stories with that tire, it's not even funny.
Honestly, if your car is going to be making the power you say it is and you plan on drag racing, why not just get some Nitto drag tires like the NT 555-R?
They are DOT street legal

The RT-615 come in 235/40/17 tire. It may be a little smaller diameter but they are a bit wider.

if you want a drag grip tire..don't get the 555r..they are the worst of the drag radial series. next is the bfg drag radials...the top of the line would be the mickey tompson et streets. best drag radial imo...and they grip!

I looked at BFG, Mickey T's and Hoosiers... none of them have sizes that fit my application
I think I am going to stick with the 615's untill I get stock brakes up front again so I can run a smaller wheel with slicks... Right now I have the 13" Baer Track kit so I have to keep a 17" rim.

BFGoodrich G-Force Drag Radial in 225/45/17 OR Nitto 555R in 245/45/17 will out grip RT615, MX, ETC. in a straight line

To answer your thread title of what will fit...anything as narrow as a 205 and as wide as a 255 will fit on those wheels.
I would personally go with a 225/35/18

Actually 225/35-18's are much smaller diameter than stock. 225/40-18 is closer. Do your own math here: http://www.miata.net/garage/tirecalc.html
And unlmtdndeavor, my pointer hovered over the negative rep point button for that one. There are good reasons why some people would want to use smaller tires, such as torque gains for autocrossing, but for street cars the narrow sidewall and wheelgap would be unacceptable. What brand of 255 width tires do you know that specify a wheel as narrow as 8 inches?
