possible TOB issue?

When the clutch pedal is up there is this rubbing noise like it didn't disengage all the way. The car doesn't move in neutral and shifts fine for a 93. It goes away when i push the clutch in (actually even 1/2 way). I was told the clutch is an ACT 2100 w/ stock flywheel. The car drives fine with good pedal pressure, just makes this noise. Anyone got suggestions?
