1G-specific open circuted kickdown servo

Hi everyone,
Search has got me this far but I need a little help with some diagnoses,
Vehicle: 1991 Eagle Talon AWD TSI no mods bone stock. It is a my daily driver.

Problem: The transmission only has reverse and second. I searchead and found out how to get the codes.

I have a a code 14 and a code 21

Code 14 is for TPS adjusted properly. I have folowed the procedure to check and adjust this using my Haynes manual and everything checks out correctly

Code 21 tells me that there is for an open - shorted kickdown servo.
How can I test this portion? I have checked for lose / broken wires and a the connector plug.

Is this something that is as simple as a bad sensor or switch?
Any help would be greatly appreciated.
