Boost control problems

hey, I have bought a manual boost controler recently and it doesn't seem to make any change in my boost pressure, it just stays at 10-11psi all the time, i installed it according to the instructions given on the DSM page. I even tried disconnceting the waste gate actuator(i know it is risky) just to see if it would spool up further but still just 10-11psi. If anyone could help or have any suggestions on things to check it would be great.

Sounds like a boost leak to me... check all your vacuume lines--
