I think maybe my flapper on my t25 may be broken. The boost spikes up to 15+psi if I don’t let off the throttle (and you can hear the turbo starts to spin way too fast). I have tried 2 other wastegate actuators and it's still the same deal.

I was just wondering if anyone has had a similar problem and how you fixed it.
 
I dont have the balls to keep on it after 15 psi, but it does stay at that level of boost if I dont let off.

I dont understand why the wastegate isnt opening. I checked the flapper when i installed the turbo, & it seamed to be fine.
 
Don't be afraid to boost it past 15 pounds... you're not going to break anything. I would suggest doing a 2nd gear pull, see exactly what it's doing, and then try to fix the problem from there.

In my case, the wastegate would open too early. I would get full boost and then lose it ALL because the wastegate opened up all the way... I just put on a new actuator and it was good to go. But I think in your case you really need to find out exactly what your car's doing, even if that means boosting past 15 psi.
 
There is probably nothing wrong with your actuator, factory boost is around 12-13 psi, sometimes slightly higher depending on the car. You now have a type S bov, which won't start leaking ~12 psi like the crappy factory one and you have the exhaust done, 15 psi seems about right. You aren't going to hurt anything at that level of boost. Do a WOT 3rd gear pull & see what happens. If you reach say 18 psi, then you might want to let of as you may have another issue but you will probably see 15 psi & the boost will start to drop off as the rpms go up.
