Engine Whine, Need Help

I need help, engine whine is driving me nuts, the noise and not knowing what it is. It's more so when engine is cold, with all belts off, there is a whine consistant with engine speed, worse at 4,000 rpms. Recent engine rebuild, balance shafts remove, new everything, even went back in and replaced rollers again. Removed and replaced exhaust manifold and down pipe gaskets again. Goes away when warm, butI think I can still hear a little bit of it. Can new Topline oil pumps make that noise?
 
The noise is there weither you're driving or at idle. Worse when driving, but sitting at idle, you can rev it up and it's defiently there. consistant with engine speed, not vehicle speed.

Electrical, have you rewired your fuel pump. Make sure all the power and grounds of your electrical throughout the entire car is big enough and grounded well.

PS- if you ran your power wires next to any RCAs then thats your problem..
 
Can a broken or leaky EGR cause a noise like you described? maybe some sort of pressure leak?
 
My '90 oil pump whines. If your oil pump has straight-cut gears, that's probably what it is, and it's nothing to worry about.

How about the water pump? Is it new?

Can you take a video with sound? Maybe someone could identify the problem then.
