serious help with nt block

Ok here is what I bought:JDM 1989-1994 eclipse/talon 4g63 high perf. DOHC engine
engine is completely rebuilt, with sealed power bearings, fel-pro gaskets, .060 over wiseco pistons, CNC precision honed block ,new chromoly piston rings, 9.5:1 compression, SCE copper head gasket, zero decked block, .004 milled ported and polished head, ARP rod bolts, turbo rods, new timing belt, includes power steering pump,a/c brackets, water pump, set of new standard size rings,intake and exhaust manifolds,motor mounts. all ignition parts. desktop dyno estimates 230 hp without turbo.

My concern is the block being bored .060 over. Can the cylinders be sleeved? Also with 9.5:1 compression what boost would be safe? Do I need a cometic head gasket?

You can get another block and have it bored for less than a resleeve job, so don't worry.
