abnormal spool time?

today i test drove the talon that im contemplating buying, but was a little troubled when i realized that the turbo doesnt spool untill about 38-3900 RPM. its a 95' Tsi awd with an 18g turbo running 18psi, a 3" turbo back exhaust, as well as 460cc injectors, larger pump (not sure what size), and other supporting mods. has been tuned with an s-afc. the car runs a bit rich but very well. Ive just never had any experience driving a DSM and the spool time seemed a bit long, and the power before spool up was a bit less than satisfactory, although i was going up a hill and being conservative with the throttle. is this normal?
 
My guess is boost leak also. This isnt really related to spool, but are you sure its just running 460cc injectors with that 18g at 18psi? or did you mean 660cc?
450cc is stock size.

Running rich could be one of your issues. I would check what the others above posted as well. :)
