can the o2 housing be causing it to spike . Its the stock o2 housing and its a evo 3 16g . will porting help/ stop the spike ?

spike generally has to do with your MBC and the length of your hose

A different o2 housing can help elimate boost creep.

Spike and creep are two different things. Spike is immediate, then settles down back to the boost setting, while if you are creeping, the boost will go to the correct boost setting and slowly start to increase past it. Make sure that you run the shortest length hose possible to the watesgate. Mbc's are more prone to boost spike than a good electronic one like a Greddy Profec, that may be your other option.

we have a turbo xs dual stage mbc. So should we check that first?

I've said it before and i will say it again the turbo xs boost controllers are crap. I'm willing to bet that if you swap out your boost controller with an xbc or a joe p it will eliminate this spike, and heres some proof http://www.dsmtuners.com/forums/showthread.php?t=137150
