can the o2 housing be causing it to spike . Its the stock o2 housing and its a evo 3 16g . will porting help/ stop the spike ?

Spike and creep are two different things. Spike is immediate, then settles down back to the boost setting, while if you are creeping, the boost will go to the correct boost setting and slowly start to increase past it. Make sure that you run the shortest length hose possible to the watesgate. Mbc's are more prone to boost spike than a good electronic one like a Greddy Profec, that may be your other option.
