Rebuilding head, correct?

Ok the machine shop did a 3 angle, resurfaced and cleaned it up. I cleaned the lifters, rocker arms, cams, and reinstalled all of that. Few questions that I didn't see covered in the manual -

1. before putting the lifters into the head, should they be lubed up? I know all moving parts but do the lifters "spin" inside the head?
2. Does the cam sensor have to be on the intake cam before you bolt it down? My friend took that part off and I don't remember if it was removed before or after installation.
3. When I tightened down the cams, the valves opened (some opened at least), is this normal? I'm assuming so because obviously if the car is running some valves will always be open.
4. Should you be able to turn the cams by the sprockets with little to no effort with the head off the car? Or should it pretty much not budge as the lifters and so on arent primed yet?

When I have rebuilt the heads for our cars I just poured oil down in all the holes...It dosnt hurt. But yes we have hydrolic (spelling) valves and depending on weather you bleed them with a paper clip or not there will always be valves open. Now if you didnt bleed them then do not start the car for atleast 3 hours after you nstall the cams or you will bend the valves. If you bleed them then they will tick LIKE CRAZY for a day, don't worry its normal.

1. I just let mine soak in oil overnight ... then installed and didn't start the car for a day.

2. I bolted mine on when the head was back on the block and all assembled.

3. That's normal

4. When I had my head off the car I could turn them too. It took a little effort to get them turning, and it would be kind of notchy. Every about 90 degrees or so that I turned they would sort of fall into place. Once the belt is back on it won't have this notchy feeling anymore and will be a lot harder to turn.
