Boost Controller

Does a boost controller help with holding the boost to redline. Or does it only hold that boost to the thresh hold of the turbo? I know the t25 sucks at high rpms but will getting a controller help with holding the boost?? My psi drops horribly to 9 psi around 5 grand in 2nd. Will the boost controller help? Thanks in advance

it doesnt help...the t25 just runs out of steam around 5200-5300rpm

a boost controller tricks the wastegate. nothing more, nothing less.
