wastegate questions?

i have a 95 gsx with the stock t25 turbo. when i bought the car it came with a turbo xs dual stage boost controller but it wasn't hooked up so i took it out. after going turbo xs's website i found the instruction. my question is that is the wastegate vacuum control or is it pressure control

wastegate only opens when it sees psi.

Do you mean to be asking about a BOV, or a wastegate? They aren't the same thing.
