Side Turn Signals/parking Lights Not Flashing With Turn Signal

THE LIGHTS ON THE SIDE OF THE BUMBER THAT COME ON WITH YOUR LIGHTS AND FLASH WITH YOUR TURN SIGNALS ON THE ECLIPSE RS ARE COMEING ON WITH MY LIGHTS .....BUT NOT FLASHING WITH THEM. I CHANGED THE BULBS AND GOT NEW BLUE BULBS BUT STILL ARE NOT FLASHING. i PUT A URETHANCE BLITZ KIT ON AND IT DIDN' T HAVE ANY CUTOUTS FOR THE LIGHTS , SO THEY HAD TO JUST KIND OF HANG IN THE WHEEL WELL FOR AWHILE....WERENT HITTING ANYTHING THOUGH. WIRING LOOKS OK I THINK....WHAT COULD THIS BE? THEY ARE 194 SIZE BULBS.....DO THEY NEED TO BE DUAL FILAMENT? i WAS TOLD THEY DONT MAKE A 194 DUAL FILAMENT. HELP!!!!!!

#1. caps is fixed. #2. Thats weird.....cuz they used to flash before I changed bulbs and let them dangle in the wheel well for a week or so. I forget exactly when they stopped flashing. The whole point of them being on the side is so that people can see that you are turning from the side so them not flashing wouldn't make very much sense would it?

They're running lights, not turn signals. More proof it's an American Domestic car, and not an import- on the rear, our turn signals are inboard instead of being ON THE DAMNED CORNERS.

However, if you can noodle it out, this conversion can be done to our (or any) cars:
