Small 16G tuning question.

I have been trying to tune a small 16G turbo latelyon a 92 AWD, and I am not at all impressed with the top end, and have nothing in the same class to compare it to. 1st - 3rd gear pulls great but 4th and 5th are just plain sorry. Could I be doing something wrong? Or is this normal for a small 16 turbo like this to be weak in the upper gears? Here is a list of the cars mods, any advice or knowledge of the small 16 would be greatly appreciated. In 4th and 5th the turbo is fully spooling but it feels like half if not less the power of 1st through 3rd, anyone have this problem or have any knowledge on this? Thanks in advance!

I just put one in my 2G. I was very unimpressed also... until I leaned it out. I am still playing around, but when I first put it all together, I was running pig rich. Now it runs 10X better than before.
 
You have a logger, do some logs for timing, knock and O2 volts, as well as the usual parameters. If something is wrong it should show up there. The only problem I can think of would be a boost leak.

You are familiar with how power feels lower Because of the higher gears?
 
Any problems you have in the upper gears (like boost leaks etc) are also present in the lower gears. Be careful not to confuse the lower torque multiplicaiton of the higher gears with a loss of power. I'm currently running a borrowed 16g and it feels just fine in the higher gears, though 1st and 2nd are MUCH more fun ;) Any problems with power though will show up in your logs, or in your traps.
