Hey,
i have a 95 talon N/A and i am trying to find the proper engine setup to reach my goal of 250 horsepower without having to do internals. i am juggling a couple of ideas such as injectors, cams, etc... but i am not sure.

If you don't want to go turbo because it will be too much trying to do all motor will cost more money to get the power you want. You can always get NITROUS that is cheap and will work. How much money do you want to spend?

for 250 HP i think you will have to atleast replace the rods, pistons and rings with something stronger especially if you plan on using nitrous. Cams, TB, UDP, CAI, cat back exaust, maybe a header and some nitrous would give you some good power and probably close yo your goal if you run a good amount of nitrous with some stronger internals.

that is the thing i don't want to mess with internals and i really don't want NOs right now so i will probably have to go a turbo

depending on what you know about the 420 a eng. without doing the internals. meaning pistons rods and rings.you won't achieve 250 or maybe closer to 200 depending on what you knowledge of engine building is. get the block bored for as big of bore pistons you can get . you would have to get the internals, cylinder head ported and polished to the limits until it can't take no more. decking the head will give more alittle more comp depending on what setup you go with. porting and polishing the intake manifold or even a custom set up like a sheetmetal intake manifold, cam set up, alot of duration and a lot of lift. custom header or taking off the exhaust and running header to down pipe. get a stand alone computer. under drive pulley (and only run the alternator belt. larger TB 60mm and up. injectors, fuel pump and MSD and the biggest thing of all is weght reduction. a/c lines, compressor and anything else your not using. it is very possible to hit 200 or a little more. the biggest thig is getting it tuned good luck.
