Throttle body still leaks

Here's the deal guys, I replaced my throttle body shaft seals last week and installed my dejon tool uicp. Now I have no more leaks coming from the shaft seals, but it's leaking around the uicp flange that meets the throttle body. I've heard other people say put 2 gaskets between the flange and the TB and I did but it still leaks. It's leaking around the pipe itself, not at the top, sides or bottom. Should I just RTV the crap out of it.

new gasket, some rtv, torque to spec.
