29 Degrees of timing at idle?? Could fuel overrun cause this?

I bought this car modded already, and I finally replaced the knock sensor and can get timing, but now I can't get any more than 8 degrees in the higher rpms. When I bought it he wasn't sure what fuel pump was on it. Would a 255lph overrunning my regulator cause something like this?
