De Jon Tool sent you the extra bolts & studs as the TB flange on the new UICP is not as thick as the OE elbow's flange... You can just use a few washers to take up the extra length of the OE bolts/studs, or just tap the threads down a little further on the OEs.

I've also found that the fuel rail's mounting bolts will work with thinner flanges as well.

As Fast97 said, the trick of "Double-Nutting" a stubborn stud works very well.
