It's centered in the base. But as for the opening in the center console it could be meant like that. If you wanted to move the base back I could imagine that moving the base back some would be possible with some minor modifications to the mounting locations for the shifter base.
 
LOL Thanks for pointing this out, now it will drive me crazy. I went out and measured and mine is like that also. Its about 1/4" off center. X2 on wanting to know why? My guess is that Mitsubishi didn't care enough because it is "close" to center, kinda haha. Oh and I am just talking about the left to right, not up and down. Up and down is way way off from center, probably designed that way.
