Assuming he did a good job on the complete rebuild, you could boost it around 10 psi with good tuning and 12 with REALLY good tuning. You would have no problem running 8 psi though which has shown to provide somewhere in the 220-250 whp range.

It sucks you couldn't squeak the extra 700 it would have cost for pistons and rods out of him.
