Do any of you MD guys know if a car with a 10 point cage will pass the MVA inspection? For sake of discussion, let's say it has 5pt harnesses properly secured; no OEM belts.

You won't pass without DOT approved seat belts. Nevermind that a harness will do the work of six lap belts, if they're not DOT -and they inevitably are marked "Off-Road Use Only"- you'll not pass.

How do people get around this then? I'm looking at potentially picking up a shell with a 10pt cage, but I'm not familiar enough with cages to konw if the stock 'choker' belt will work.

get canadian manual betls they will pass beacuase they are dot certififed and the stock seat belts should work if unplug the motor with the door closed and and just buckle the belt

The cage will pass thru inspection but seatbelts must be DOT and work the same way they did from the factory so unplugging the retractors will just cause it to fail your best bet is finding some seat belts or borrowing some for inspection.
