i'm pretty sure that the car should still start even if the turbo's seized though it wouldn't run very well i would think you could atleast get it to start... start with the basic's get a manual like what was said above, check for spark, fuel, compression and make sure the timing belt hasn't jumped time.. just a few things to start with... oh and you might wanna check all the fuse's too, under hood mainly
