i would think its the splash gaurd but i cant find out where to buy one dont see it on ebay or anything.
I was driving sorta fast on the freeway when i hear a loud rubbing noise so i pull over and the splash gaurd on my driver side wheel was ripped in half so i tore the whole thing off and now its

You can purchase a new one at any Mitsubishi dealership. They go for about $25 if I remember right. As for what it's called? Inner fenderwell splash shield should tell the parts counter guy enough to get you the right part.

Yes a splash shield and you can probably find it at a junk yard
