I took all the carpet, center console and seats out to looks for any missing wires from the harness(unrelated to present problem) and as I put everything back together, I noticed that the afc reads 100% throttle at all times. First thing I did was unplug it. When I unplugged it, the voltage dropped from 5.1 to .01. Then I plugged it back in and tried adjusting it. When I adjusted it, the voltage stayed the same (5.1 volts) Both signal wires from the tps (5 volt signal and closed throttle signal) were replaced by mitsubishi when the previous owner had it. My friend that sold me the car said that he had the same problem and they just replaced the 2 wires going from the tps to the ecu. I am going to take a multi meter to it tommorow after work and see what happens. There was nothing that I did to any of the wiring to make this change. I think I accidentally might have shorted out a ground or something. Any ideas?
 
Well, I found my problem. Well, kinda. I poked around for a while and tried a few things and one of them were adding a ground wire from the tps to the chassis, and it worked. I think I may have lost a ground somewhere in the procces of pulling everything apart. I need to replace the wiring harness eventually but for right now, I am just getting by.
